Rear Lights

My '66 T-bird has three rear lights in the middle section that are not working, they are not hooked up to the wiring loom.
Is this normal or is it because of some State regulation or something??
It came from Oregon.

are you talking about the sequential tail lights? they should all be plugged in. previos owner probably did not want to expend the money or didnt have the know how on how to fix them.

Yeah, the sequentials work OK - three lights on each side of the centre section that contains the back-up light.

It's the three bulbs in behind the back-up light I was talking about, they have a red 'dome' covering them that you can see when you take the centre section out. (the one with the emblem and clear lense)

Those three lights have wires running from them that go nowhere.
