A/C Problem 1994 T-Bird

Hi, I'm having a problem with my A/C.

Last summer, it worked, though I always thought it should have been cooler. Now that it's warming up, I've tried using it, and it was barely cooling at all. I threw a guage on the low side expecting to see low refrigerant levels, but instead, the guage would jump up a bit beyond where it should have been, only to drop back to 0. It stays a 0 for 1 to 1.5 seconds before you hear the compressor click on again, and up it goes to repeat the cycle.

Is this the sign of a restriction in the system? If so, is that something that I can repair with some basic tools, or should I call on an expert for that?
