Help! Seatbelt and Dinging

I have a 92 t-bird and approx. 2 months ago the seatbelt quit doing it's automatic movement action. About a month later, the seatbelt was trying to move and making a grinding noise. The seatbelt dashlight stays on and the door ding would start occasionally during driving.

Now, the seat belt has completely given up trying to move and the door dings constantly but only when the headlights are on. Seatbelt dashlight remains always on. Can anyone out there help?
